IRS Appoints National Director, Legislative Affairs

WASHINGTON - Commissioner of Internal Revenue Margaret Milner Richardson today announced the appointment of Floyd Williams as the National Director of Legislative Affairs. Williams is presently the Deputy Assistant Secretary for Legislative Affairs and Public Liaison (Tax and Budget) at the Department of Treasury.

As National Director, Williams will be the chief advisor to the Commissioner on legislative issues and will serve as the primary liaison to members of Congress and their staffs. He will also manage IRS's legislative program, which is responsible for determining the impact of legislation and proposed legislation on tax administration.

Williams began his career with IRS as a tax law specialist in the Individual Income Tax Branch. He then spent several years as a legislative attorney with the Congressional Joint Committee on Taxation. He joined Treasury in 1993 as Senior Tax Advisor for Public and Legislative Affairs, serving in that position until he was appointed Deputy Secretary in 1995.

Williams received a B.A. from the University of Virginia, a J.D. from The University of Arkansas Law School, and an LL.M. from the Georgetown University Law Center.
